Ijazat & Religious Authorisations

The documents below are the ijazat and wakalat granted by the offices of the Maraje-e-Kiram to Dr Syed Asghar Mahmood Naqvi, under whose supervision Idarah-e-Jafaria of Marjaiyah serves the community in Australia. They are presented here in full, with a brief description of each, out of respect for the trust they represent.

Ijazah and endorsement

Authorisation of Grand Ayatollah Sayyed Ali al-Husayni al-Sistani

Correspondence with Sayyed Murtadha al-Kashmiri, representative of His Eminence

Dated 1446 AH

A letter of introduction and request addressed to the representative of His Eminence Grand Ayatollah Sayyed Ali al-Husayni al-Sistani, outlining his seminary studies in India and the Hawzat of Najaf, his service to the community in Melbourne, and requesting formal authorisation so that his work proceeds strictly within the boundaries set by the supreme religious authority. The reply is recorded in the endorsement below the text.

Ijazah of Grand Ayatollah Shaykh Shams al-Din al-Wa'izi al-Sabzevari

Office of His Eminence — Najaf al-Ashraf

Dated Rabi' al-Awwal 1446 AH

Permission to receive khums, zakat, mazalim, funds of unknown ownership, kaffarat and unconditional vows, to disburse a third locally in its lawful channels and remit the remainder to the office for students of the religious sciences, accompanied by counsel on piety and precaution.

Ijazah (husayniyyat & religious dues)

Ijazah of Grand Ayatollah Sayyid Alavi Boroujerdi

Office of His Eminence — Qum

Dated 20 Dhul-Hijjah 1447 AH

An authorisation covering the affairs of husayniyyat, the property of absent owners and minors, the appointment of guardians where none is present, and the receipt of zakat, mazalim, kaffarat and unconditional vows, with half disbursed in the prescribed channels and the remainder forwarded to the office.

Ijazah of Grand Ayatollah Sheikh Yadollah Duzduzani Tabrizi

Dated 10 Jumada al-Thani 1447 AH

Permission in matters requiring the leave of the hakim shar'i, including the receipt of zakat, mazalim, funds of unknown ownership, unconditional vows and the portion of the Imam (a.s.), with a prescribed portion spent in its lawful channels and the balance remitted for the administration of the religious seminary.

Wakalat-Namah of Grand Ayatollah Shaykh Muhammad Baqir Fazel Behsoodi

Office of His Eminence — Qum

Dated 2 Muharram 1448 AH

Addressed to the believers of Melbourne, Australia, this letter appoints him as representative in hisbiyyah affairs and in receiving khums, zakat and mazalim, permitting a third to be spent on students of the religious sciences and the needy, and authorising the appointment of guardians for orphans and the protection of absentees' property.

A licence to narrate the authenticated reports of the celebrated books of hadith through an unbroken chain reaching their authors and the infallible Imams (peace be upon them), together with an ijazah al-wakalah authorising representation in the matters set out in the original document.

Comprehensive Ijazah for Religious Affairs in Australia

Issued by Grand Ayatollah Sheikh Mahmood al-Shahabi al-Amili

Dated 1 Dhul-Hijjah 1447 AH / 17 May 2026

A detailed authorisation recognising his service to the believers in Australia: permission to oversee endowments, act in hisbiyyah matters, provide guardianship where none exists, adjudicate disputes, and receive zakat, mazalim, kaffarat, nudhur and khums, with a defined portion retained for local religious needs. The letter notes that it requires renewal after one year.

Dated 4 Rabi' al-Thani 1447 AH

A scholarly licence permitting him to narrate hadith on the authority of the issuing scholar through his own chains of transmission from his teachers, together with authorisation in hisbiyyah affairs and the receipt of the portion of the Imam (a.s.) and the sadat, to be disbursed to those entitled.

Dated 6 Dhul-Hijjah 1447 AH

A handwritten wakalah, opening with the Qur'anic verse on those who devote themselves to the understanding of religion, appointing him to receive khums with both its portions, zakat, mazalim and funds of unknown ownership, and permitting the disbursement of a third in lawful channels. It is valid for one year from the date of issue.
